Default SEM and YUMA almanacs are different after AEP

Last July, if you compared the orbit generated by a SEM and YUMA
almanac, you'd get orbits that were the same to under a meter. Now,
these orbits are different by dozens of meters. The new AEP process
has changed (read broken) how almanacs are created. The almanacs are
still within the gross positioning requirements though, so this issue
