n recent years, the U.S. Department of Transportation (DoT) has
allocated funds to pay for the civil share of GPS modernization efforts,
including the costs of monitoring the civil GPS signals — both legacy
signals and those that will be implemented over the next few years. In
order to carry out civil monitoring, however, GPS operators needed to
have a comprehensive set of performance specifications. Three experts
involved in that effort describe the process and results so far.
